Overview

An independent inquiry commissioned by the Catholic Church in Panama revealed dozens of sexual abuse allegations involving clergy members between 2001 and 2025. The report, involving experts from Spain and the United States, documented 37 complaints of sexual violence against minors and vulnerable individuals. While the investigation found no evidence of an organized policy of concealment, it identified significant administrative failures. Archbishop Jose Domingo Ulloa issued a formal apology, and five clergy members have been defrocked following convictions.

Broadening the scope to national statistics, Panama reported a significant rise in various forms of violence during the first eight months of 2026. Data from the Public Ministry shows sexual abuse complaints increased by 13% compared to the previous year, totaling 4,599 cases, with 78% involving minors. Attorney General Luis Carlos Gómez suggested this rise may reflect a “greater willingness by victims and families to communicate incidents.”

Other reported increases in Panama include a 19.6% rise in domestic violence, a 19% increase in child maltreatment, and a 38% increase in elder abuse cases.
