Sierra Leone revenue mobilisation and enforcement

Overview

The Sierra Leone National Revenue Authority (NRA) has intensified efforts to improve revenue mobilisation and taxpayer compliance through both enforcement and strategic engagement.

Initially, the NRA issued warnings regarding significant tax arrears, which Parliament’s Finance Committee Chairman Hon. Keikura Vandi noted had reached approximately Le575.631 billion. The authority threatened strict measures for non-compliant businesses, including mining companies and media stations, such as the sealing of premises, bank account garnishment, and travel restrictions.

Following these enforcement warnings, the NRA expanded its focus toward regional cooperation and sector-specific engagement. A delegation participated in the West African Tax Administration Forum (WATAF) in Ghana to discuss digital transformation and regional tax administration. Domestically, Commissioner General Abu Martin Kanneh initiated stakeholder meetings with Oil Marketing Companies to address revenue collection in the petroleum sector, which accounts for over 50 percent of the NRA’s collected revenue.
