Singapore fertility support measures

Overview

To address a record-low fertility rate of 0.87 children per woman, Singapore has announced the ‘SG Child Support Package’. Unveiled by Prime Minister Lawrence Wong during the National Day Rally, the initiative aims to provide comprehensive financial and structural support for families from birth until age 17.

The package includes direct financial assistance totaling approximately S$70,000 per child. Specific components include a S$10,000 cash gift at birth, S$32,000 in annual child credits distributed from age one to 16, a S$5,000 Child Development Account grant, and a S$10,000 top-up for the Post-Secondary Education Account (PSEA) at age 17. The scheme is scheduled to begin in April 2027.

Recent details clarify that the S$10,000 ‘Baby Gift’ will be paid in two installments during the first year. The new scheme also seeks to simplify previous systems by providing equal support regardless of birth order. While the package extends to children of unmarried parents, certain specific benefits, such as the ‘Baby Bonus’ cash gift, remain tied to marriage.

In addition to cash transfers, the government is implementing workplace and social reforms. Childcare leave for working parents will be scaled based on the number of children: 8 days for one child, 10 days for two, and 12 days for three or more. To mitigate the impact on businesses, the government will reimburse employers for the full cost of statutory child-related leave up to existing caps.

Other measures include increasing subsidies for childcare and preschool services, reducing fees at government-supported centers, and providing extra ballot chances for first-time families applying for subsidized public housing starting with the February 2027 sales exercise.
