São Paulo Court of Accounts educational oversight

Overview

The Court of Accounts of the State of São Paulo (TCESP) has been engaged in oversight and promotion of educational and social policies within the state.

In August, the TCESP conducted its fourth surprise inspection of the year, auditing school warehouse management across 30 cities. This follow-up was prompted by a March assessment which found that 17% of 300 visited cities had failed to distribute supplies and 43% of municipalities reported students were not using uniforms. While auditors noted improvements in warehouse controls, the TCESP emphasized the need for municipalities to strengthen management of stocks and acquisitions to ensure materials reach students.

In September, the TCESP shifted focus toward the promotion of early childhood development through its 2nd Early Childhood Meeting. The initiative aims to encourage municipalities to implement Municipal Early Childhood Plans (PMPI) and establish intersectoral committees. The goal is to ensure early childhood becomes a priority in municipal planning and public budgets.
