The São Paulo municipality maintains traffic management and safety measures through vehicle rotation schemes and educational campaigns.

In late March, authorities conducted an educational blitz in Guarulhos to warn motorists about the dangers of drunk driving, reinforcing Brazil’s ‘Lei Seca’. This was accompanied by the implementation of a vehicle rotation (rodízio) scheme in the expanded central zone, which barred cars with license plates ending in 5 or 6 during peak morning and evening hours.

By mid-August, the rotation system continued to regulate traffic within the Centro Expandido, which includes the Mini Ring Road and major highways such as Marginal Tietê and Marginal Pinheiros. During this period, the restrictions applied to vehicles with license plates ending in 1 and 2 during the same peak time windows. Violations of these rules result in a fine of R$ 130.16 and four points on the driver’s license.
