Social housing development in Poland

Social housing development in Poland has seen localized completions and a broader increase in construction activity. In Strzegom and Człopa, new residential projects were finalized, featuring modern amenities such as heat pumps, solar panels, and elevators. The Strzegom project, managed by Świdnickie Towarzystwo Budownictwa Społecznego (TBS), delivered 88 apartments, while the Człopa investment under the Social Housing Initiative (SIM KZN Wielkopolska) provided 11 units.

National data from Statistics Poland (GUS) for the first half of 2026 confirms a rise in social housing construction compared to the previous year. During this period, a total of 94,886 residential units were completed across various investor groups. Private investors completed 34,131 units, while developers building for sale or rent accounted for 57,363 units. In comparison, social housing entities, including TBS and SIM, completed 2,531 units, and municipalities building communal housing completed 389 units.

Real estate expert Leszek Markiewicz notes a “decisive increase in activity from TBS and SIM compared to the previous year.”

Recent GUS data for the first seven months of 2026 indicates continued growth, with developers starting construction on 81,200 units, a 1.2 percent increase year-on-year. Additionally, building permits issued for over 113,000 apartments represent a 20 percent year-on-year increase. Within the social sector, SIM Małopolska has begun constructing 30 apartments in Trzciana. Supported by Krajowy Zasób Nieruchomości, this project aims to provide affordable rental options using sustainable technologies like heat pumps and photovoltaics, with completion expected in roughly 18 months.
