South American gender-based violence and femicide response

Overview

Recent developments in South America highlight a regional crisis of gender-based violence, characterized by rising femicide rates and varying levels of state response.

In Chile, the Provincial Presidential Delegation in Tocopilla has assumed control of three municipal gender-based violence programs to ensure the continuity of legal, psychological, and reparatory services. Officials reported 200 cases in 2025 and 105 in the first quarter of 2026. Similarly, in Peru’s Puno region, three femicides in Azángaro, Nuñoa, and Juli have prompted the Warmi Ñan program to provide 24-hour support via Line 100 and local emergency centers, particularly for families including orphaned minors.

In contrast, Argentina faces severe resource depletion. A study by the Ni Una Menos collective documented over 80 femicides in Mendoza province since 2015. The Línea 144 emergency hotline lost two-thirds of its budget, and the Programa AcompañAR saw user numbers plummet from 102,510 in 2023 to 3,572 in 2024—a 96.5% decrease—due to halved benefit durations and new complaint requirements.

Paraguay has also reported a critical rise in violence, with the Public Ministry recording 17 feminicides through August 2026. These cases, which include victims aged 12 to 80, have left 33 children as indirect victims. Officials noted extreme brutality in several incidents, describing a “alto ensañamiento” (high degree of cruelty) in at least 10 cases.
