Overview

In late July 2026, Moody’s Investors Service signaled improving credit conditions in the South‑Caucasus. The agency upgraded Armenia’s sovereign‑rating outlook to “positive,” citing reduced risk of large‑scale conflict with Azerbaijan, broader foreign partnerships and limited internal political uncertainty. At the same time, Moody’s reaffirmed Azerbaijan’s Ba3 rating, noting that the ongoing peace‑building process and a strong state creditor position were stabilising factors for the Azerbaijani economy.

Two days later, Azerbaijan’s Ministry of Finance reported a 4.1% year‑to‑date decline in external public debt, falling to about USD 4.6 billion – roughly 6% of projected 2026 GDP. The reduction resulted from scheduled principal repayments and a modest decline in dollar‑denominated debt linked to a weaker local currency. Debt composition remained balanced between variable and fixed‑rate obligations, with major lenders including the Asian Development Bank, World Bank and European Bank for Reconstruction and Development. The debt‑to‑GDP ratio slipped by 0.3 percentage points, reinforcing the picture of improving fiscal health in a region where peace progress is influencing sovereign credit assessments.
