While South Korean authorities view the route as a way to reduce typical voyage times by approximately one-third, industry experts note that profitability remains contingent on reliable scheduling, unpredictable ice conditions, seasonal limitations, and higher insurance premiums. Furthermore, the route’s reliance on waters along the Russian Arctic coast—supported by navigational guidance and weather information from the Russian state corporation Rosatom—presents potential geopolitical friction with Western allies seeking to isolate Russia.

The Ministry of Oceans and Fisheries will analyze data regarding travel time, fuel consumption, and total costs to determine economic feasibility. The government aims to establish regular Arctic shipping services by 2030 and achieve economies of scale through larger container ships by 2035. To bolster maritime capabilities, Hanwha Ocean has commenced construction on a second icebreaker, and the Korea Ocean Business Corporation (KOBC) has launched the ‘Icebreaking and Ice-strengthened Vessel Investment Program’ to assist domestic companies in building polar-capable fleets.
