South Korean sex offender management and oversight

Overview

South Korea is facing challenges regarding the management and oversight of sexual offenders. Data indicates that the sex offender registry has grown to over 120,000 individuals, a 33.6% increase since 2021. This growth has outpaced police resources, leaving a critical shortage of dedicated officers. In some regions, a single officer is responsible for as many as 676 offenders, leading to criticisms that the system functions as a “mere list-management tool” rather than an active monitoring system.

Compounding these management issues, a sergeant assigned to the traffic division of the Dongdaemun Police Station in Seoul was arrested following an undercover investigation by the Busan Metropolitan Police Agency. The officer was identified while investigators infiltrated a Telegram chat room used for sharing fabricated sexual content.

Forensic analysis of the suspect’s mobile devices uncovered approximately 5,600 illegal files, including 1,600 items of child or adolescent sexual exploitation material, 1,300 illegally filmed videos, and roughly 2,600 fabricated sexual images. The officer is also accused of using AI applications to create over 400 deepfake images of acquaintances between March 2022 and July 2024. Although the suspect joined the police force in April 2024, the alleged criminal activities began nearly two years prior. The officer, who had previously received a suspended indictment for a similar offense before recruitment, has been relieved of duty.
