Spain AENA airport fee controversy
Overview
In early July 2026 the Spanish Senate, led by the governing People’s Party, began questioning the Ministry of Transport over AENA’s plan to raise airport charges for 2027‑2031. A regulator’s report recommended a modest 0.59 % annual reduction, far below AENA’s 3.82 % increase proposal under the DORA III framework. Senators warned the government could intervene to prevent higher ticket prices and a negative impact on tourism, with a decision expected by September. At the same time, AENA’s newly introduced fee and access controls at Tenerife South Airport caused severe congestion, with taxis and other vehicles forced to pay to enter the passenger‑pickup zone, creating queues of over 30 minutes. Local officials, business groups and transport operators condemned the measure as unilateral and profit‑driven, while AENA defended it as a response to union requests. On 16 July Ryanair CEO Eddie Wilson urged AENA to lower fees, saying steep charges keep regional airports under‑utilised and pledging to resume service to cities such as Vigo and Santiago de Compostela if the fee structure were adjusted. The Canary Islands transport ministry also asked AENA to meet before the end of July to discuss recent changes to bus access and parking at the archipelago’s airports. Canary Islands tourism and employment minister Jéssica de León reiterated her call on 23 July before a parliamentary committee to scrap a planned late‑2026 fee hike, citing a three‑year freeze, inflation‑driven travel costs, and a CNMC report that recommends pricing reflecting the islands’ outermost‑region status. On 31 July the People’s Party group in Granada’s municipal council tabled a motion urging the national government and AENA to reduce fees at Federico García Lorca Granada‑Jaén Airport.
