Spain AI development and technological investment

Overview

Spain continues to expand its artificial intelligence (AI) and technological capabilities through strategic policy and sector-specific investment. The government has established a national pact for AI to coordinate public administrations, businesses, and academia, aiming to integrate the technology into the national economic agenda to boost productivity. Barcelona has solidified its status as a major global hub, ranking as the third-largest city for attracting foreign AI investment projects—behind only London and Singapore—and the top city in the European Union for mobilizing AI financing. Building on the strength of the health technology sector, which has seen a 94% increase in patent activity over the last decade, new efforts are being made to enhance the international protection and valuation of R&D. The Spanish Federation of Companies in Health Technology (Fenin) has proposed a national strategy featuring an ‘investment readiness’ methodology. This approach aims to prepare scientific projects from universities, hospitals, and startups for capital acquisition, bridging the gap between research and specialized investors. Regional development is also gaining momentum to decentralize investment from mature ecosystems like Catalonia. In the Basque Country, the formation of the ‘Basque Hub for Biofabrication in Advanced Therapies’ by seven companies, including VIVEbiotech and Viralgen, seeks to create an integrated value chain for gene and cell therapies. Furthermore, the TKgune network is facilitating digital transformation for SMEs by connecting vocational training centers with industrial needs in automation and cybersecurity. Recent regional activities further highlight the localized application of these technologies. In Tenerife, the IV Innovation Conference is set to analyze the use of AI in neurorehabilitation and cognitive rehabilitation for individuals with intellectual disabilities and acquired brain injury.
