Spain-Portugal Atlantic rail corridor and integration push

Overview

In July 2026, Spain’s rail authority Adif announced a 48% cut to the Atlantic Corridor investment in Galicia, reducing the 2025 budget to €106.1 million and leaving €56.8 million of planned funds unspent. Key recommendations included establishing a high-speed rail link between Vigo and Oporto, creating a Statute of the Cross-border Worker to facilitate labor mobility, and leveraging shared access to EU programmes like EURES.

In late August, political leaders furthered this agenda during the ‘Rota pelo Interior e Cooperação Transfronteiriça’ conference in Valença. Vigo Mayor Abel Caballero advocated for ‘erasing borders’ to improve entrepreneurial and economic relations, emphasizing that the region must move beyond nation-state dynamics through shared infrastructure and airport connectivity. Additionally, José Luís Carneiro, Secretary-General of the Portuguese Socialist Party, launched a strategic tour to gather regional proposals aimed at strengthening cooperation with Spain and attracting investment to border territories.
