Spanish family support and social spending

Overview

Spanish households continue to face financial pressure from rising costs in housing, food, utilities, and transportation. The Federation of Large Families in Spain reports that three out of four households struggle with monthly expenses, and approximately 35% of the child population remains at risk of poverty or social exclusion.

To mitigate these pressures, the government utilizes the Childhood Assistance Supplement (CAPI). Recipients do not need to receive the Minimum Vital Income (IMV) to qualify. For 2026, monthly CAPI amounts are tiered by age: 115 euros for children under 3, 80.50 euros for ages 3 to 6, and 57.50 euros for ages 6 to 18. Additionally, parents can request an advance monthly payment of 100 euros per child under age three via the maternity deduction through the Spanish Tax Agency.

Social Security spending on benefits for birth, childcare, pregnancy risks, and breastfeeding reached 2,723 million euros in the first half of 2026, a 21.9% increase over the previous year. This rapid growth, driven by family protection and work-life balance policies, resulted in the utilization of approximately 74% of the total annual budget of 3,677.76 million euros within the first six months.

In response to child poverty affecting one in three minors, the Minister of Youth and Childhood, Sira Rego, has proposed a new universal childcare benefit to the Ministry of Finance. This proposal suggests a monthly payment of 200 euros per child for dependents aged zero to 18, regardless of income. According to UNICEF, such a measure could lift approximately 530,000 children out of poverty.
