Spanish local public housing scandals

The controversy over municipal housing in Spain has intensified. In July 2026 Alicante’s city council launched a tender for 13 temporary homes for vulnerable residents, while Mayor Luis Barcala repeatedly missed commission meetings on the Les Naus public‑housing scandal, prompting opposition parties to call for his resignation. The commission convened ten sessions but heard testimony from only four of the 40 summonsed individuals; the final meeting on 31 July lasted barely ten minutes, with most officials, including several Plusvalías technicians and Barcala, absent. Opposition groups (PSOE, Compromís, EU‑Podemos) boycotted the hearing, while Vox sought the inclusion of July 2024 email exchanges with the project’s promoter.

A week later the council reversed its earlier promise and refused to exercise its right of first refusal on the protected‑housing units of the Les Naus development, citing technical reports and a €250,000 price tag per unit. The decision leaves more than 800 families on the waiting list without new public housing and has spurred the Valencian regional government to consider invoking the same right. Opposition parties, including PSPV‑PSOE, have urged the Generalitat to act to prevent private speculation.

Meanwhile, the Spanish Socialist Workers' Party filed a criminal complaint against Trevélez Mayor Adrián Gallegos and deputy mayor Ana Rosa Herrera for alleged prevarication and embezzlement in allocating a council‑owned apartment. Together, these developments show a widening pattern of legal scrutiny, political conflict, and administrative hurdles surrounding public‑housing allocation across Spanish municipalities.
