Spanish Low Emission Zone implementation
Overview
The implementation of Low Emission Zones (ZBE) across Spanish municipalities has seen both administrative scrutiny and operational progress.
In Albacete, the City Council has come under investigation by the Tribunal de Cuentas and the Chamber of Accounts of Castilla-La Mancha. Audits revealed that approximately 2.4 million euros were committed to contracts for cameras and technology before the required regulatory ordinance was approved. Opposition leaders have criticized Mayor Manuel Serrano for “administrative temerity,” noting that these premature expenditures may jeopardize European funding.
In other regions, cities are moving forward with technical requirements. Cádiz has launched a 2.07 million euro tender for the maintenance of access control systems in its historic center and Campo del Sur areas. Meanwhile, Sagunt is scheduled to begin implementing its zone on December 15, starting with the Ciutat Vella district. Under Sagunt’s upcoming regulations, zero-emission vehicles will have unrestricted access, while violators of circulation or parking rules will face 200 euro fines.
