Spanish sovereign debt market volatility

Overview

Spanish sovereign debt markets have experienced significant shifts in investor behavior and issuance activity amid rising interest rates and global economic volatility.

Initially, retail investors in Spain showed a surge in demand for Treasury bills, with investments reaching 15,000 million euros over a six-month period. This trend followed eighteen months of declining household holdings and was driven by rising yields resulting from geopolitical instability—specifically the conflict in Iran and the blockade of the Strait of Hormuz—which pushed European inflation above 3%. In response to these inflationary pressures, the European Central Bank raised interest rates in June.

Recent operations by the Spanish Treasury have highlighted continued investor interest despite market volatility. The Treasury executed a 4,000 million euro issuance of 20-year syndicated green debt maturing in July 2047. This issuance saw demand rise from initial estimates of 55,000 million euros to exceeding 82,000 million euros. The Ministry of Economy noted that the high quality of demand from central banks, international organizations, and pension funds reflects market confidence in the Spanish economy.

Parallel to the green bond issuance, the Treasury auctioned 2,416.82 million euros in 3-month and 9-month bills. The 9-month bills reached a marginal yield of 2.783%, marking some of the highest returns in nearly two years. While Spanish 10-year bond yields have risen toward 3.8%—levels not seen since late 2023—the risk premium against Germany has held at 43 basis points. Looking ahead, the Treasury anticipates financing needs of 55,000 million euros for both 2025 and 2026.
