Spanish university regulation and student support reforms

Overview

The Spanish government has introduced significant reforms to the higher education sector through a new University Student Statute and Royal Decree 855/2026. These measures establish new rights for students, including academic strikes, digital disconnection, and mandatory access to free psychological and mental health services.

To support these academic changes, the Council of Ministers approved a €45 million investment package to expand university residences, aiming to create approximately 2,000 affordable places. Additionally, the government allocated €17 million to maintain 1,135 medical degree positions for the 2026-2027 academic year. Under the new mandates, both public and private universities must implement specialized units for mental health, disability support, and equality, with specific protocols required to prevent suicide, harassment, and cyberbullying.
