Spanish Verifactu billing regulation implementation

Spain is implementing new Verifactu regulations designed to ensure the integrity, traceability, and inalterability of digital billing records. The framework requires computer systems to enable continuous electronic transmission of records to the Tax Agency (Agencia Tributaria) and mandates that invoices include specific elements, such as QR codes.

Compliance deadlines are set for January 1, 2027, for businesses subject to Corporate Tax, and July 1, 2027, for all other obligated parties. While some software providers have already integrated these requirements into sector-specific tools, various retail organizations are expressing concern.

Food retail groups, including FEDEPESCA, CEOPPAN, and CEDECARNE, have requested a revision of the implementation schedule. They argue that the rollout should be coordinated with upcoming electronic invoicing requirements to avoid forcing small businesses, micro-enterprises, and the self-employed to undergo multiple, successive technological adaptations. These organizations highlight the potential financial burden of replacing operational hardware, such as certified scales integrated with sales systems, or investing in new software in a short period.
