Sri Lanka substance use and enforcement measures

Overview

In early September 2026, the Sri Lankan Ministry of Education issued Circular No. 2026/10, prohibiting the promotion and consumption of alcohol, drugs, and intoxicating substances at events representing educational institutions. This measure was prompted by parental concerns regarding student exposure to substances during high-profile school cricket and rugby ‘big matches’. The policy applies to events organized by affiliated groups, such as old boys’ associations, that utilize school logos.

Following this, the Sri Lanka Police initiated an islandwide crackdown on motorists suspected of driving under the influence of drugs or alcohol. This enforcement action targets passenger buses, three-wheelers, and heavy vehicles in response to fatal and serious road crashes. Law enforcement has distributed breathalyzers to police stations and has already arrested several bus drivers and conductors. Authorities have also established a WhatsApp hotline to allow citizens to report dangerous driving behavior.
