Sudan civil war infrastructure and civilian attacks

Overview

The conflict in Sudan has seen continued targeting of critical infrastructure and humanitarian assets. In late September, drone attacks attributed to the Rapid Support Forces struck fuel warehouses in the Um Alila area of Al-Jazirah State, causing fires that civil defense teams worked to extinguish. The Al-Jazirah Conference Authority described the strike as a ‘terrorist crime’ that threatened essential services and civilian safety.

By early October, violence expanded to include strikes on humanitarian transport and residential areas. On October 3, an air strike on two clearly marked World Food Programme (WFP) contracted trucks traveling between Dilling and Kadugli in South Kordofan killed one driver. This followed an incident the previous day where another WFP truck struck an explosive device in Dilling. The WFP is currently assessing food cargo damage and has called for a ‘swift and impartial investigation’ into the strike.

Additionally, the Sudan Doctors Network reported that four civilians, including a woman and a child, were killed in drone attacks on Friday in the Dilling neighborhoods of Al-Tumat, Al-Malakiya, and Al-Ma’asir. The network attributed these strikes to the RSF. In response to the ongoing destruction of infrastructure and civilian casualties, the United Nations Human Rights Council extended its fact-finding mission for Sudan, condemning indiscriminate attacks on civilians and critical infrastructure by both warring parties.
