Surabaya alcohol licensing enforcement
Overview
Surabaya authorities have conducted enforcement actions against several alcohol retailers for violating local trade and licensing regulations.
On October 2, 2026, the Surabaya City Government and the Civil Service Police Unit (Satpol PP) sealed the DrinkinQ liquor store in the Barata Jaya area. The establishment, operated by PT Sembilan Enam Perkasa Indonesia, was found to be operating without a valid alcohol sales permit in violation of Surabaya City Regional Regulation Number 1 of 2023. Local residents reportedly supported the move following opposition to the store’s presence in a residential zone.
Following this, on October 13, 2026, Satpol PP sealed three additional alcohol shops in the Pabean Cantian, Sukomanunggal, and Rungkut districts. Rizal Zainal Arifin, Head of Regional Regulation Enforcement, stated that these businesses were using sub-distributor licenses intended for large-scale distribution to hotels and restaurants to instead sell alcohol directly to the general public in retail quantities. During these operations, officers seized dozens of bottles of alcohol as evidence.
