Suriname financial oversight and subsidy reforms
Overview
The Surinamese government is implementing new financial management and oversight measures across different sectors.
Regarding the national airline, Surinaamse Luchtvaart Maatschappij (SLM), Minister of Finance and Planning Adelien Wijnerman announced plans to convert the airline’s monthly USD 2 million state subsidies into formal loan agreements. This move aims to ensure fund recovery following concerns over SLM’s lack of transparency and its failure to submit required annual financial reports. Political figures have noted that the state has provided between USD 25 million and USD 30 million to the company over the past year without achieving stability.
Simultaneously, the government is establishing strict controls over USD 185 million intended for social projects, funded through an expansion of the 2035 government bond. To ensure investor funds are used exclusively for predetermined projects, a special oversight board has been created, consisting of ministry representatives and a private sector monitoring team. All projects must receive board approval and adhere to strict procurement procedures, with an independent external accountant scheduled to conduct annual audits.
