Two Iranian nationals charged in Manchester terror plot

Overview

Two Iranian nationals, Salam Ahmadyan, 36, and Rahman Salehi, 34, have been charged with preparing terrorist acts following an alleged plot to target the Jewish community in Manchester. The suspects, residing in Liverpool and Salford, were arrested on September 20, shortly before the start of Yom Kippur.

Counter Terrorism Policing investigators allege the men used encrypted applications to acquire components for a homemade explosive device. Specifically, they reportedly obtained a document titled ‘steps for making [a] powder chlorine and car brake oil/fluid bomb’ and video instructions for assembling an improvised explosive device. Authorities also claim the men used the internet to research potential targets, gathered maps and plans of locations, and conducted physical reconnaissance.

Investigators believe the suspects were in contact with an overseas third party, potentially located in Iran. Both men arrived in the UK via small boats—one in 2020 and the other in 2023—with one having been granted asylum and the other holding an active application.

Home Secretary Shabana Mahmood described the charges as ‘deeply distressing’ for Jewish communities, noting the incident as a reminder of threats from foreign state actors. The charges follow a deadly attack at the Heaton Park Hebrew Congregation Synagogue approximately one year prior. Counter Terrorism Policing confirmed the plot was disrupted and stated they believe there is no ongoing threat to the public. The suspects are scheduled to appear at Westminster Magistrates’ Court.
