Swedish forest policy and nature restoration debates

The Swedish government has initiated significant forest policy reforms aimed at increasing the supply of sustainable, domestically produced biomass. As part of what is described as the “largest forest policy reform in over 30 years,” the Swedish Forest Agency has been granted a mandate to review forestry regulations and monitoring to boost growth and biomass availability.

Political debates have intensified regarding ownership and conservation. The Christian Democrats have proposed strengthening private forest owners' rights, including the annual sale of 30,000 hectares of productive land by Sveaskog. They also advocate for the ability to review or revoke nature reserves if environmental changes, such as insect infestations or storms, render their original conservation purposes unachievable.

Recent developments include the submission of a national nature restoration plan to the European Commission, which has drawn sharply conflicting reactions. The Federation of Swedish Farmers (LRF) supported the proposal, stating it protects owners' rights to manage land and secures food preparedness by preventing large areas from being removed from production. LRF President Palle Borgström noted the plan reduces administrative burdens by assessing natural value development on an overall basis.

In contrast, the WWF has criticized the plan as “hollow as a Swiss cheese.” WWF expert Emelie Nilsson argued the proposal is vague, lacks sufficient funding, and contains too many exceptions to meet legal requirements. The organization contends the plan describes existing actions rather than the measures required to meet EU nature restoration law mandates, noting proposed funding is less than one-third of what agencies deem necessary.
