Syria-Azerbaijan economic cooperation

Overview

Syria and Azerbaijan have moved to formalize economic cooperation through the establishment of the Syrian-Azerbaijani Business Council. The initiative was announced by Syrian Minister of Economy and Industry Nidal al-Shaar during the second Azerbaijan International Investment Forum in Baku.

The council is intended to serve as the sole recognized entity on the Syrian side for coordinating economic activities with Azerbaijan, aiming to identify priority sectors and develop joint projects. Leadership for the council includes President Fahd Abdulaziz Al-Mousa, alongside vice presidents Ahmed Mohammed Khiya and Omar Adnan Al-Sharm, secretary Jihad Ahmed Maatouk, and executive director Abdul Rahman Al-Rayes.

This economic engagement follows several diplomatic and energy milestones, including the reopening of the Azerbaijani embassy in Damascus in February 2025, the commencement of Azerbaijani natural gas supplies to Syria via Turkey in August 2025, and a July meeting between Syrian President Ahmed Al-Sharaa and Azerbaijani President Ilham Aliyev where a memorandum of understanding was signed between the Syrian Ministry of Energy and SOCAR.
