In his address, Li emphasized the priority of protecting lives by strengthening disaster monitoring, early-warning systems, emergency response, and reconstruction mechanisms.

Expanding on his visit, Li inspected disaster prevention and mitigation efforts, including an emergency rescue base and a nursing home for survivors. He stressed the necessity of regular training, technological support for rescue equipment, and enhanced public awareness. Additionally, Li noted the current critical period for flood prevention, urging authorities to maintain sufficient supplies and ensure rapid, scientific responses to potential disasters.
