Tax and subsidy policy changes in Argentina and Costa Rica

Overview

In Argentina, the National Energy Secretariat has replaced the RASE energy subsidy scheme with the ‘Servicios Energéticos Focalizados’ (SEF). While registered users may not need to re-apply unless contacted, new users transitioning to natural gas must complete the process. In San Miguel de Tucumán, local officials have proposed an ordinance to eliminate 59 municipal fees and taxes, alongside a reform to prevent the collection of municipal taxes through public utility bills.

In Costa Rica, political tension has emerged regarding potential tax increases and the removal of subsidies for senior citizens, including free bus transportation. While the presidency has denied these claims, critics argue that removing exemptions from the basic basket and applying VAT to various sectors acts as a hidden tax increase. Concurrently, legislative proposals have been introduced to reform municipal parking meter regulations, seeking to require technical justification for expanded collection hours and lower municipal parking rates.
