Tax debt enforcement in Ho Chi Minh City

Overview

Authorities in Ho Chi Minh City have taken steps to address significant outstanding tax debts across various sectors. In early October, the District 2 People's Procuracy successfully recovered nearly 9 billion VND from T Construction Joint Stock Company, resolving debts that had remained unpaid for five years. This enforcement was conducted under Resolution 205/2025/QH15 of the National Assembly, which allows the Procuracy to protect state budgets through direct intervention and mediation.

Following this, disclosures from the Ho Chi Minh City Tax Department identified substantial delinquencies within the media and entertainment industries. Companies linked to entertainers Ly Thuy Chang and Chi Bao, such as Lavender Sai Gon Co., Ltd., owe more than 5 billion VND. Other notable debtors in this sector include Rong Entertainment JSC, Giai Phong Film JSC, and Tang Nhat Tue Production.

By late September 2026, Tax Authority Base 14 released a public list of 4,587 taxpayers owing more than 1.442 trillion VND. Dat Lanh Real Estate Co., Ltd. is the largest debtor, owing over 103 billion VND. Other major corporate debtors include Tan Vu Minh Construction, Saigon Technology Engineering JSC, and Hung Dao Container JSC. The list also encompasses various government agencies and educational institutions, including several People's Committees and schools in the Binh Thanh District.
