Organized crime linked to taxi fraud at Galeão Airport

Tensions and illegal activities involving taxi services at Rio de Janeiro’s Galeão International Airport have escalated from localized disputes to organized criminal operations.

Following a violent brawl among taxi drivers on September 30 over airport stand reorganization, and an initial investigation into taximeter tampering on October 6, new details have emerged regarding the scale of the fraud. On October 9, the Rio de Janeiro Civil Police revealed that the tampering scheme was linked to organized crime elements associated with the Comando Vermelho.

Investigators found that taxi drivers allegedly paid daily fees to the criminal group in exchange for protection and parking spaces near the airport. The operation also utilized “jóqueis” (jockeys)—individuals who approach passengers in arrival halls to direct them to specific vehicles.

The fraud involved clandestine devices used to multiply fares; in one documented case, a 22-kilometer trip to Copacabana cost R$ 900, approximately seven times the official rate. Police believe roughly 200 vehicles may have been equipped with these devices. Following a passenger complaint in January 2026, authorities seized seventeen taxis for forensic analysis and took 33 suspects in for questioning. The investigation is pursuing charges of criminal association, fraud, and crimes against consumer relations.
