Tel-Sen concerns over TRNC telecommunications infrastructure

The Turkish Cypriot Public, Transport, Communication, Information Technology and Telecommunications Workers' Union (Tel-Sen) has raised concerns regarding the management and transparency of telecommunications infrastructure in the Turkish Republic of Northern Cyprus (TRNC).

Initially, Tel-Sen President Hakan Üredi warned that telecommunications infrastructure is a “strategic public asset” that requires public oversight. He expressed concern over the increasing reliance on Türk Telekom and noted risks associated with reports that the company might be prepared for resale, arguing that transferring strategic authority to private entities could sideline public institutions. Üredi emphasized that the core issue is the protection of public assets and the preservation of the public's right to decision-making, rather than the nationality of the company.

Following these warnings, the union expanded its demands to include transparency in the rollout of fiber optic infrastructure. While supporting improved internet services, Üredi emphasized the need for clarity regarding investment models, the use of public resources, and authority over infrastructure. The union has specifically called for the release of a long-awaited feasibility report and noted that a recent protocol signed on August 19 has not been shared with the union or other economic organizations.

More recently, Tel-Sen has demanded the full text of the August 19 supplementary protocol and a comparative document detailing changes from the original agreement ahead of parliamentary discussions. The union cited several specific concerns regarding the fiber optic cooperation protocol between Turkey and the TRNC, including a 25-year operating period, powers granted to investors, potential exclusivity over internet traffic and maintenance, and data security. Üredi has called for public access to feasibility studies, committee reports, and legal analyses to address ongoing judicial and constitutional challenges.
