Texas officer charged with Flock camera misuse

Sergio Rodriguez, a former officer with the Katy Police Department in Fort Bend County, Texas, has been charged with stalking and misuse of official information. Investigations allege that between November 2024 and April 2025, Rodriguez used the Flock automated license plate reader system to monitor his ex-wife’s location and placed a tracking device on her vehicle.

Following the investigation, Rodriguez was suspended and subsequently terminated from the Katy Police Department. The department stated that the Flock system itself was the tool used to identify the misconduct and bring formal charges against him.

The case follows other reported abuses of the Flock camera network in Southeast Texas, involving departments in Baytown, Pasadena, and Deer Park.
