Tijuana Otay border bypass implementation
Overview
The National Customs Agency of Mexico (ANAM) has implemented a new 5.8-kilometer Libramiento Otay I – Otay II bypass in Tijuana to optimize freight transport and reduce vehicular congestion between the Otay I and Otay II border crossings.
Operations began in phases on October 19, 2026, initially permitting only empty cargo units to circulate. The route is expected to accommodate loaded trailers by late October or early November following hydraulic concrete improvements. The bypass aims to alleviate traffic on Bellas Artes Boulevard and strengthen the manufacturing export supply chain.
Regulatory guidelines for the bypass include a 30 kilometer per hour speed limit and specific operating hours: 06:00 to 00:00 on weekdays, and split shifts on weekends from 06:00 to 14:00 and 21:00 to 00:00. The infrastructure utilizes the Mexican side of the Otay II customs facility while the United States works toward completing its side of the border crossing, projected for 2028.
