Togo digital e-ID program implementation
Overview
Togo is advancing its national biometric identification program, part of the West Africa Unique Identification for Regional Integration and Inclusion (WURI) initiative supported by the World Bank and ECOWAS. The system utilizes a Unique Identification Number (NIU) linked to biometric and demographic data to facilitate access to social, financial, and administrative services.
By late September 2026, registration efforts had reached over 6 million people across several regions, including Savanes, Maritime, Plateaux, and Central, with plans to expand to the Kara region. The program also includes consular outreach, such as mobile enrollment sessions for citizens living abroad in locations like Tenkodogo, Burkina Faso.
As of late October 2026, the Agence Nationale d’Identification (ANID) reported that 5.9 million e-ID cards have been produced. Approximately 4.72 million cards have been distributed, representing a distribution rate of nearly 80%. Authorities are currently focusing on accelerating the delivery of the remaining 1.18 million cards to beneficiaries.
