Togo regulatory and public health reforms

Togo has initiated efforts to strengthen its regulatory oversight in both the public health and financial sectors.

In August 2026, the Coordination of RFI Clubs Togo launched a national awareness campaign in Kpalimé to combat counterfeit medicines. The initiative, themed ‘Attention to medicines sold in the street,’ involved local authorities and health professionals aiming to reduce the risks of purchasing pharmaceutical products through unauthorized channels. Officials described counterfeit drugs as ‘silent weapons’ that threaten the healthcare system.

By September 2026, the Togolese Council of Ministers moved toward formal legislative reform. The government established the National Agency for the Regulation of Medicines and Other Health Products, an autonomous institution designed to replace the previous Directorate of Pharmacy, Medicine, and Laboratories. This new agency is tasked with supervising the pharmaceutical supply chain and combating falsified or substandard products through strengthened market surveillance, pharmaceutical inspection, and pharmacovigilance.

Simultaneously, the government adopted new banking laws to modernize financial supervision and align with West African Monetary Union (UMOA) standards. These reforms expand the scope of supervision to include payment institutions, electronic money providers, and banking holdings to enhance national financial stability.
