Transnational crime operations in Paraguay

Overview

Paraguayan authorities conducted ‘Operation Espejismo’ in La Paloma del Espíritu Santo, Canindeyú, resulting in the arrest of five Brazilian nationals linked to transnational organized crime. The operation targeted individuals believed to be members or logistical collaborators of the First Capital Command (PCC).

Among those detained is Douglas Fernando de Jesús Hartkoff, a fugitive wanted in Brazil for kidnapping and homicide, who allegedly underwent plastic surgery to evade capture. Other detainees include individuals wanted for drug trafficking. Police seized an arsenal of high-caliber weapons, including assault rifles, shotguns, and pistols, along with luxury vehicles reported stolen in Brazil.

Investigators are exploring potential links between the group and the trafficking of counterfeit weight-loss drugs, specifically tirzepatide. As the suspects do not have criminal records in Paraguay, the Public Ministry is processing their direct expulsion to be handed over to the Brazilian Federal Police. Ballistic experts are also analyzing the seized weapons to determine if they were used in recent regional killings.
