Transnational repression by authoritarian states

Reports have emerged regarding transnational repression activities targeting individuals advocating for democracy and human rights. In Taiwan, German journalist Jürgen Kremb reported being followed by a suspected Chinese spy using professional surveillance tactics. Taiwan’s Investigation Bureau confirmed it had been investigating the case, noting that the individual engaged in stalking behaviors before departing the country.

Expanding on these security concerns, Germany’s domestic intelligence agency, the Federal Office for the Protection of the Constitution (BfV), has identified China, Russia, and Iran as major actors in transnational repression. The agency warned that dissidents, including activists from Hong Kong, Taiwan, Tibet, and Uyghur communities, face risks of surveillance, intimidation, and potential kidnapping or assassination even after fleeing authoritarian regimes.

Recent assessments from the BfV emphasize that these activities are not merely threats to individuals but constitute an attack on national sovereignty and the free democratic basic order. The agency notes that such tactics aim to pressure individuals into political withdrawal and silence criticism of their home governments. This assessment aligns with research from Freedom House, which identifies the Chinese Communist regime as a primary international actor in these activities.

To mitigate these threats, the BfV has released a 16-page manual and established a dedicated consultation and reporting hotline for at-risk individuals, including journalists and members of the LGBTQ community. The agency is also seeking expanded powers for both the BfV and the Federal Intelligence Service (BND) to better address hybrid threats and cyberattacks.
