Transport disruptions in Germany and the Netherlands

Overview

Transportation infrastructure in Germany and the Netherlands has faced significant disruptions. In Germany, Deutsche Bahn and regional authorities implemented various closures for maintenance and bomb disposal, affecting major rail lines like the Düsseldorf–Köln route and several autobahn sections in the Ruhr area. Simultaneously, Dutch farmers engaged in protests against nitrogen reduction policies, marked by the display of upside-down flags.

By mid-September, the situation in the Netherlands escalated from policy-driven protests to suspected criminal activity. Coordinated sabotage has caused massive disruptions to the Dutch railway network, particularly affecting central, northern, and eastern regions including Utrecht, Zwolle, Deventer, Arnhem, Amersfoort, and Amsterdam. The infrastructure manager, ProRail, reported that materials, including metal pipes approximately 1.5 to 2 meters long, were intentionally placed on or attached to the tracks at approximately 20 to 24 different locations.

These actions triggered failures in the railway safety and signaling systems by tricking computers into registering track sections as occupied, leading to automatic red signals. This resulted in widespread train cancellations and delays during the Tuesday morning rush hour. In one instance near Steenwijk, a train struck materials on the tracks, though no injuries were reported. The disruption also impacted road traffic due to malfunctioning level crossings. Because of the widespread and simultaneous nature of the incidents, ProRail and the national train operator, Nederlandse Spoorwegen, stated that deploying replacement bus services was not feasible.

National police are leading the investigation with support from the Dutch Intelligence and Security Service (AIVD). State Secretary Annet Bertram described the suspected intentional disruption as ‘particularly worrying’. Authorities are investigating the motive and whether the timing is connected to Prinsjesdag, the annual budget day in The Hague.
