Overview
Trinidad and Tobago and Venezuela have moved toward deeper cooperation in energy and diplomacy. In August 2026, the two nations advanced cross-border energy deals following the signing of licenses for hydrocarbon exploration in Venezuela’s Loran Phase 2 development and the Plataforma Deltana area. These agreements, involving companies such as bp, XRG, and UCC Holding, aim to facilitate the transfer of natural gas from Venezuela to Trinidad and Tobago for processing.
By September 2026, diplomatic efforts expanded beyond energy. On September 3, a Trinidad and Tobago delegation led by Minister of Foreign and CARICOM Affairs Sean Sobers arrived in Caracas for high-level bilateral talks. Received by Venezuelan Vice Minister for the Caribbean Raúl Li Causi, the delegation established a roadmap for cooperation across strategic sectors, including energy, trade, agriculture, fisheries, national security, environmental protection, and culture. This visit also facilitated the delivery of 6.6 tons of humanitarian aid to assist Venezuela following earthquakes on June 24. Following these talks, Prime Minister Kamla Persad-Bissessar signaled a potential thaw in relations. Despite being declared ‘persona non grata’ by Venezuela in October 2025, Persad-Bissessar has expressed a desire to meet with Venezuelan Acting President Delcy Rodríguez, potentially on the sidelines of the United Nations General Assembly in New York around September 25.
On September 9, Delcy Rodríguez arrived in Suriname to meet with President Jennifer Geerlings-Simons to strengthen economic and energy ties. By September 11, Rodríguez was in Paramaribo to finalize ten strategic cooperation agreements. These pacts include technical expertise and training from the Venezuelan University of Hydrocarbons to support Suriname’s emerging oil and gas industry. Additional agreements cover fisheries, allowing approximately 200 Venezuelan vessels to operate in the Atlantic corridor, as well as transportation, tourism, agriculture, and education.
