Overview

Tropical Storm Edouard made landfall near the Texas-Louisiana border at Johnson Bayou, Louisiana, with maximum sustained winds of approximately 60 mph. The system weakened into a tropical depression as it moved inland, but triggered catastrophic flash flooding and significant damage across Southeast and East Texas.

The storm has caused extreme rainfall, with some areas in East Texas receiving between 10 and 21 inches. In Hardin County, localized rainfall reached nearly 2 feet, with some reports indicating totals between 18 and 20 inches, far exceeding the local monthly average for September. These conditions triggered flash flood emergencies in Hardin, Tyler, Jasper, and Polk Counties, necessitating numerous water rescues. Emergency responders have rescued dozens of people from flooded homes, stranded vehicles, and an assisted living facility.

In response, Texas Governor Greg Abbott activated the state’s Emergency Operations Center, mobilizing over 1,500 response personnel, including swift water rescue teams, aircraft, and high-water vehicles. Local authorities in several counties, including Polk and Jefferson, have issued disaster declarations.

Widespread power outages have affected more than 70,000 utility customers across Texas. In Jefferson County alone, approximately 22,000 customers lost electricity following wind gusts of up to 90 mph. Damage includes downed trees, non-functional traffic signals, and flooded underpasses, particularly in the Beaumont area. While energy companies reported minimal impact on Gulf Coast oil and gas production, authorities continue to warn that river flooding and heavy downpours may persist.
