Turkey tobacco cessation initiatives

Overview

In early June 2026 health teams began a door‑to‑door cessation drive in Yüksekova, offering free counselling at street stalls and parks. The effort moved to Tazlar village in Afyonkarahisar mid‑month, where Yeşilay showcased the model as a regional best practice. By late June Selçuklu Municipality in Konya opened an on‑site clinic that provides counselling, CO breath tests, lung‑function checks and no‑cost nicotine‑replacement medication.

On 4 July the Ministry of Health issued presidential decree 11502, authorising free nicotine‑replacement products and prescription drugs (bupropion, varenicline, cytisine) for up to one million people, regardless of social‑security status, and linking the programme to the ALO 171 quit‑line. An online cessation service was extended to inmates through the ACEP tele‑health project, building on a pilot at Gölbaşı Healthy Life Center.

Health Minister Kemal Memişoğlu later highlighted the economic contrast of $840 per‑capita health spending versus $1 024 spent on tobacco, noting smoking rates of 46.1 % among men and 24 % among women, and the country's leading lung‑cancer burden.

On 17 July specialised cessation clinics for adolescents (12‑18) opened in seven provinces, joining an existing network of roughly 1,600 public centres.

A 2025 national health survey released on 19 July showed a continued rise in tobacco use, with daily smoking increasing to 30.1 % of adults (men 42.9 %, women 17.5 %) and obesity climbing to 21.8 % of the population. The data underscore the urgency of the expanding cessation programme amid broader public‑health challenges.
