Turkey-Cyprus maritime gas pipeline dispute
Overview
Turkey has initiated seabed research for a proposed 101-km undersea natural gas pipeline intended to connect the Turkish town of Anamur with the Kyrenia area in Northern Cyprus. Using the Oruç Reis seismic research vessel, the project involves conducting depth, geology, and risk assessments to support a bidirectional pipeline designed to transport gas for electricity generation.
In response to the project, the Greek Cypriot administration filed a formal complaint with the United Nations. Maria Michael, the UN Permanent Representative for the Greek Cypriot Administration, characterized the Turkish Republic of Northern Cyprus (TRNC) as an “unrecognized separatist entity” and described the proposed underwater pipeline as “illegal and invalid.” The complaint alleges the project violates the sovereignty of the Republic of Cyprus and aims to create a permanent strategic link between Turkey and the TRNC without consent. The filing also cites Turkey's NAVTEX, noting that vessels such as the Oruç Reis are assigned to preliminary research activities that could affect Greek Cypriot maritime zones and the Exclusive Economic Zone (EEZ).
TRNC Prime Minister Ünal Üstel has strongly rejected the complaint, stating that the Greek Cypriot Administration does not have the authority to decide on cooperation between Turkey and the TRNC. Üstel accused the Greek Cypriot Administration of hypocrisy, noting that they have historically made unilateral energy agreements in the Eastern Mediterranean without consulting the Turkish Cypriot community. He emphasized that the TRNC possesses the will and right to make decisions regarding its own energy security and economic development.
