Turkey expands gold‑selling ATMs to major cities

Entities: Banking Regulation and Supervision Agency (BDDK) · Tahir Azman · ATM gold dispensing modules · Darphane (Turkish Mint) · Accredited gold refiners

Overview

Turkey’s gold‑selling ATM pilot, launched in July 2026, began operating in high‑population metropolitan areas such as Düzce after approval from the Banking Regulation and Supervision Agency (BDDK). The machines use specialised gold‑dispensing modules that deliver certified gram‑gold in tamper‑evident, QR‑coded envelopes sourced from the Turkish Mint or accredited refineries. Customers can pay with debit or credit cards or via QR‑code authentication, and the service runs 24 hours a day.

Following the pilot’s start on 25 July, the programme is being rolled out to a broader network of city ATMs with plans for nationwide coverage, framed by officials as a step toward greater financial inclusion and a way for citizens to obtain physical gold when jewellery shops are closed.

The expansion has drawn criticism from the gold‑trading sector. On 27 July, Tahir Azman, president of the Konya Goldsmiths and Jewelers Association, warned that ATM‑based gold sales bypass traditional licensing, tax, and regulatory oversight, potentially shifting profit to banks while leaving jewellers responsible for purity checks and anti‑counterfeit verification. Azman called on the Ministry of Trade to reassess the arrangement to preserve fair competition.

Analysts continue to monitor whether the 24/7 ATM channel will shift demand away from traditional retailers amid the growing debate over market impacts and regulatory parity.
