Turkey High Military Council reshuffle

Overview

The Turkish High Military Council met on 4 August 2026 at the Presidential Palace in Ankara, chaired by President Recep Tayyip Erdoğan. The council approved a sweeping personnel reshuffle: 25 generals and admirals were promoted one rank, 69 colonels were elevated to general or admiral rank, and service periods were extended for 24 generals (one year) and 530 colonels (two years). Two generals retired at the mandatory age and 61 senior officers were retired for lack of positions. Air Force Commander Ziya Cemal Kadıoğlu retired and Major General Rafet Dalkıran was appointed the new Air Force commander; the changes take effect on 30 August 2026. Navy Commander Ercüment Tatlıoğlu received a one‑year term extension. The total number of generals and admirals rose from 328 to 334. Justice Minister Akın Gürlek, Interior Minister Mustafa Çiftçi and Army Commander Metin Tokel attended the council for the first time. After the meeting Erdoğan led a delegation to Anıtkabir, laid a wreath, observed a moment of silence and signed the monument’s register, expressing hope that the session would strengthen the armed forces amid regional tensions. Colonel Alper Gezeravcı—Turkey’s first astronaut—was promoted to brigadier general, and Colonel Özlem Karapınar was also elevated to brigadier general, becoming the Turkish Air Force’s first female general.
