Turkey-Israel-Greece-Cyprus maritime and energy tensions
Overview
Tensions in the Eastern Mediterranean and Aegean regions have escalated due to shifting military dynamics and competing energy interests involving Turkey, Israel, Greece, and Cyprus.
Israeli security officials have previously expressed concern regarding an increased Turkish naval presence in the Eastern Mediterranean, viewing it as a move for power projection. In response to reported maritime encounters between Israeli and Turkish warships, the Israeli Navy conducted large-scale exercises simulating attacks on maritime facilities.
Conflict has recently expanded into the energy sector. The Republic of Cyprus has filed an official complaint with the United Nations regarding a July 10, 2026, memorandum signed between Turkey and the occupied areas of Cyprus. This agreement concerns the construction of a bidirectional undersea natural gas pipeline. Cyprus’s Permanent Representative to the UN, Maria Michael, stated that the project is illegal and constitutes a ‘violation of the sovereignty of the Republic of Cyprus,’ noting that survey activities involving vessels such as the Oruç Reis have reportedly begun.
In response to these maritime developments, Greece is accelerating discussions to resume the Greece-Cyprus electrical interconnection project following an agreement with the French company Meridiam, with officials emphasizing the project will proceed ‘in accordance with international law.’
Turkish Defense Minister Yaşar Güler continues to signal opposition to regional military cooperation, stating that Ankara is monitoring activities it deems to be in violation of Turkish interests. This includes the reported Greek efforts to bolster Aegean islands with Israeli-made air defense systems.
