Turkey-Libya mediation for national reunification

Overview

Turkey has engaged in diplomatic efforts to facilitate the unification of Libya’s rival eastern and western administrations. In late October 2026, Ibrahim Kalin, head of Turkey’s National Intelligence Organization, met with Libyan Prime Minister Abdul Hamid Dbeibah in Tripoli to discuss merging competing governments and military structures to preserve territorial integrity.

Following these discussions, Turkey hosted mediation talks in Ankara between representatives of the rival administrations. While these negotiations did not result in a formal agreement, officials confirmed that both sides agreed to continue talks. The discussions focused on the unification of military forces, with Turkish Foreign Minister Hakan Fidan noting that bringing military units under a single national command is a “critical pillar for lasting unity.”
