Turkish administrative restructuring proposal

Overview

Devlet Bahçeli, leader of the Nationalist Movement Party (MHP), proposed a project to restructure Turkey’s administrative divisions. The “100 Provinces, 1000 Districts” initiative aims to increase the current number of provinces from 81 to 100 and districts from 922 to 1000 to align public administration with the Presidential Government System.

Following the proposal, a list of 19 candidate districts emerged as potential new provinces, including Polatlı, Lüleburgaz, Alanya, Fethiye, Konya Ereğli, Karadeniz Ereğli, Ünye, Vezirköprü, Erciş, Doğubayazıt, Ahlat, Ergani, Midyat, Siverek, Elbistan, Kozan, and Tarsus.

Local reactions have intensified as municipalities mobilize. In Ergani, Diyarbakır, officials and residents expressed enthusiasm, citing a population exceeding 140,000 and strategic intercity routes. In Bandırma, Mayor Dursun Mirza highlighted the district’s industrial importance, port capacity, and tax contributions. In Nazilli, the Chamber of Commerce and political leaders are preparing a report on socio-economic criteria for Ankara, while in Kozan, MHP officials argue provincial status would reduce bureaucracy.

Other regional strategies have emerged: Beyşehir leadership suggested a potential merger with Seydişehir to form a single province, and the Mayor of Karadeniz Ereğli called for a unified struggle among civil society. In Vezirköprü, Samsun, local enthusiasm is growing among its 87,575 residents, though some remain cautious. Conversely, in Zonguldak, Professor Hakan Şenol Kutoğlu of Zonguldak Bülent Ecevit University cautioned against “micro-nationalism,” suggesting that provincial boundaries should prioritize geographical, social, and cultural unity rather than regionalist pushes.
