Agricultural stakeholders in Turkey continue to call for increased financial support and policy reform to combat rising production costs. In late July, officials at the Agricultural Credit Cooperatives urged the government to triple Treasury-backed agricultural loan ceilings, noting that annual credit costs have reached approximately 60%. In August, the Ministry of Agriculture and Forestry announced the distribution of 688.2 million lira in support payments. Minister İbrahim Yumaklı stated these funds aim to “ensure continuous production and support producers,” with allocations including 530.15 million lira for animal disease compensation, 131 million lira for rural development, and 27 million lira for animal genetic resources. However, YENİ Parti Aydın Deputy Evrim Karakoz submitted a parliamentary research motion to investigate why farmers are withdrawing from production. Karakoz argued that rising costs for fuel, fertilizer, seed, and electricity, alongside low product prices and import decisions during harvest periods, are driving significant debt. She noted that agricultural debt to banks has reached approximately 1.48 trillion lira and that support levels remain “significantly below legal requirements.” Later in August, the Ministry announced an additional distribution of approximately 67.8 million lira, primarily targeting rural development and forage crop production. In September 2026, new presidential decrees published in the Official Gazette introduced further adjustments to subsidies for the 2026-2027 period. These measures aim to mitigate the impact of rising input costs caused by regional conflicts. For plant production, the support coefficient per decare is set to rise from 310 TL in 2026 to 442 TL in 2027. Strategic crops such as lentils and chickpeas saw planned production support increase by 141% to 884 TL per decare. Livestock supports were also updated, including calf support at 2,000 TL and veal support at 4,000 TL, alongside new provisions for losses in pregnant animals.
