These regulations aim to prevent consumer deception, protect traditional authenticity, and ensure fair competition. Key provisions include the first official definition and production criteria for burgers, which must now meet standards similar to meatballs.

To preserve the traditional structure of products like sucuk, pastirma, and kavurma, the use of smoking processes and certain seasonings, such as cheese, pistachios, or peanuts, will be prohibited. Labeling requirements for döner will also increase in transparency, mandating specific designations such as ‘yaprak döner’, ‘yaprak-kıyma döner’, or ‘kıyma döner’. Furthermore, the maximum fat ratio for poultry döner will be reduced from 20 percent to 15 percent, and the use of fillers like starch, soy, and dietary fibers intended solely to increase product weight will be limited.
