Turkey launches Alo 193 centralized insurance damage center

Overview

The Turkish Insurance and Private Pensions Regulation and Supervision Agency (SEDDK) has expanded its regulatory framework to enhance transparency, dispute resolution, and fraud prevention. Regarding participation insurance, SEDDK issued a circular clarifying the roles of compliance units and officers within advisory committee processes. To ensure decisions are ‘reasoned, traceable, and documented’, a standardized template has been introduced to record meeting details, justifications, and dissenting opinions.

In motor vehicle insurance, SEDDK clarified procedures for applying to the Insurance Arbitration Commission for casco and mandatory traffic insurance. To combat industry misconduct, SEDDK established a Committee for Combating Insurance Misconduct and a dedicated Misconduct Working Group, tasked with evaluating risk areas and recommending legislative changes, including the use of artificial intelligence for fraud detection.

As a major milestone in its five-stage action plan, SEDDK has launched the Alo 193 Joint Damage Notification Center (OHİM), effective September 1, 2026. This centralized system allows approximately 34.7 million vehicle owners to report damages related to compulsory traffic and motor vehicle insurance through a single telephone number. Notifications made via Alo 193 serve as official submissions to insurance companies, the Guarantee Account, or the Turkish Motor Vehicle Bureau.

The initiative is specifically designed to modernize the sector and combat organized crime, particularly ‘damage tracking gangs’ that illegally obtain accident data to pressure victims into granting power of attorney for high-commission claims. By providing a direct channel, the government aims to reach victims before illegal actors can. The system also integrates vehicle value loss calculations into the standard reporting process to ensure faster, more transparent compensation.
